I've often wondered why a torsion spring wasn't used.

There's no good reason not to use one. You have lots of shaft to center it on, and no shortage of items to anchor to on the stationary or dynamic components...
Torsion springs work fine on a stock carb.
Somebody had their thinking cap on during the engineering stage.
